Basically, every time you level after you hit level 10, you get another talent point. You can spend them however you want, but once they are spent you can't get them back, and you have to pay a lot of money to get the talents back. You use them to add power to your abilities. Example, the master of disguise makes you harder to see in stealth form to enemies.
