I say it is probably a bad gauge.
If the gauge is good, then did you modify the nipple on the end of the return line on the fuel pump? That nipple is crazy small and could cause a rise in fuel pressure for everything before it. If that is ok, then look to the stock FPR for problems or check the fuel lines for clogs, restrictions, pinching.
