I have read the wheel fitment guide and have a basic understanding. I know these wheels should fit but I would like to respectfully ask a member with greater knowledge what they think about fitment, best tire size and most important, how far out they will stick from stock.

Car: 03 eclipse GT. Brembo swap from evo 8 (back are on, front waiting for me to pick rims) also will be putting on a set of Meagan Racing coilovers.

Rim: Konig Unknown. 19x8 30 offset. 225/35/19 tires
bolt pattern is 5x114.3 or 5x4.5

also I cant figure out. If the evo uses a 5.8" backspace 38 offfset rim,
would a 5.5" backspace 40 offset rim fit over the brembos on an eclipse??

man its confusing.

The bolt pattern is correct. But are you familiar with what center-bore means? Make sure that the new wheels have a main hole diameter (the center bore) larger than where they need to mount to the Eclipse, and then get some rings that will adapt between the sizes if needed. If they are already correct then no worries, if they are smaller than the Eclipse the wheels just won't work (without being machined which is not recommended). Do a Google search for "hub centric ring".

Stock offset per the guide is +46mm. Wheels are 6.5" width. The new wheels will be out further because of the extra width and also because of the offset. The offset difference is 16mm in the "out" direction, the width difference will be half of the difference between 8 and 6.5 inches which will be .75 inches. Convert inches to mm or mm to inches and that's how much further they'll stick out.

I'm calculating 35mm, and that's quite a bit.

It may or may not, I don't know. But - You are talking about a spoke on the wheel being 5.8 - 5.5 = .3" closer to the brake caliper because of the reduced backspacing, and 40 - 38 = 2mm further away because of the extra offset. Do the math again (25.4mm per inch) and you are 5.6mm closer to the calipers in the end.

If that fits or not depends on how exact their measurements are (is 5.5 really 5.5, or something like 5.45 or 5.55 rounded off), and how close the factory wheels are to start with.
