P1500/OBDII problems

I have a 2000 Eclipse GT that is at the end of a 3 year restoration project. It does not store codes, when I drive the car the systems will flash and eventually go steady but when I shut it off and restart the car they are flashing again. It also displays a P1500 code (no check engine light). I complied with the guidance in the service manual (tearstone.com/eclipsefsm/13B.PDF page 399) it led to replacing the ECU, which I did. New ECU, new keys and immobilizer, and 3 weeks at Mitsubishi later I still have the problem. One of the other possibilities it said was replacing the generator which I'm about to do. Has anyone had this problem before? I'm fixing to bring out the parts cannon. Halp :'-(
