Crank but no start

Okay so i know this is on here a lot but i need some advice, I just bought this eclipse due to it not starting right off the bat the person said he had diag. it to the crank sensor I replaced that and checked timing everything on that side looked good. i went to start the car still nothing. I asked him what the car did and he said it just cut off while he was pulling into a parking lot and wouldn't start back up. So after hearing that I immediately went and checked fuses all fuses was good so i checked fuel I can't tell if i'm getting fuel due to this car not cycling the pump until the 150RPM range but I put my hand on the pump while starting and I didn't feel anything move so i tried to confirm my theory by spraying starting fluid into the throttle body and it still didn't fire and I can't check for code due to the i guess first owner decided that he was going to unplug or get rid of some wiring because my ob2 port doesn't even have power i'm at a lost on what to do

it's a 2000 eclipse 2.4L with a manual 5 speed

For the ODB2 port, check fusible link #2 and junction box fuse #11. The fusible links look like pastel-colored plastic boxes with a clear plastic cover.

Have you removed the timing belt cover and inspected the timing belt to ensure it's not broken?

I had a similar problem with my 3g eclipse, it was the starter! When I had it replaced it started right up?

get a friend or two to try push starting it...if it starts, then its probably a bad starter. Sometimes the old trick works to lightly tap on the starter, but even if that works, you should replace the starter because it will eventually go completely dead.
It could also be a bad starter relay switch, but I can't remember offhand if the mt has one???
The manual has a starter relay and the automatic does not.

A somewhat less likely cause is the neutral safety switch under the clutch pedal...
but only if the starter isn't engaging at all when you turn the key.

All of my fuses are good and timing belt looks good, I inspected it when I did crank sensor.

Yea but that wouldn’t make the car cut off while he was driving it I would understand if that was the main issue but right now I have no idea why it died on him in the first place nor do I have any leads due to not knowing where to go next with this data link connector
Update- data link connector finally has power but still not wanting to connect to my scanner making progress even if it’s slow but I’m still stumped on what to do next

Negative, it’s true it would help but I don’t know what this previous owner has done but he’s gotten rid of the check engine light entirely it doesn’t even show up when I cycle the key

With another car I owned back in the mid 80s, the dealership couldn't figure out how to fix a trouble code, so they pulled the bulb for the CEL and told me it was fixed. Two years later I discovered the bulb was missing after another dealership told me they were curious about why my CEL wasn't coming on when it should. So I wouldn't be surprised if the PO did the same to your car.

I decided I’m going to let a shop take over from here since I’ve been stumped for a few days now, I’ll keep everyone posted in hopes that this thread helps someone else in the future
I know you said you checked all the fuses, but did you also check the fusible links? They're different than regular fuses, but also control power to the obd2 port.
