Silicon/Headlight help!

i painted the inside of my headlights a couple weeks Ago and then like 2 days after i put them on i realized one had water in it. i opened it yesterday and realize that some of the silicone never dried inside. so i re siliconed it and today i realized that the inside silicone is still very wet. does anyone have some pointers on how to make the silicon dry quicker? i appreciate it
