Its easy. You call a tow truck and have them take the car to a mechanic. Obviously you should not be doing this work yourself. Removing all the spark plugs will require removal of several different pieces (for the V6). And if you can't figure out how to remove the spark plugs on an I4 then you should drop the wrench and back away.

:agreed: Sorry, but I got to agree w. NC. If you can figure out a Plug change on an I4 please don't touch your car! If your were asking about a V6 that's a little bit of a different story as it's not as straight foward as the 4.
If the engine cranks and spins over then there is no longer water in the cylinders.

It is very common after water has been in the cylinders for the oil that seals the cylinder to have been washed away. You can drop a few drops of oil in each cylinder or spray some WD-40 in there so the rings will seal up and you will get enough compression to start the car. Sometimes you can just keep cranking and cranking though and it will splash enough oil from the bottom end. I have done it both ways and would recommend spraying a little oil.

MAKE SURE YOU GET AN OIL CHANGE AFTER YOU START IT UP BECAUSE YOUR OIL IS MOST LIKELY FULL OF WATER.
