I do not know how the fuel rail compares to the vr4 rails.

Is t bolt on? Do I need the throttle body as well?

 

This is a bolt mod. You do not need the throttle body. Your stock throttle body will bolt up to the manifold and using the stock throttle body will let you keep your cruise control without hammering your firewall.

It's a direct bolt on mod. Remove your UIM, and put this one in its place. If you are currently a Gts, your EGR pipe will not work. If you are a GT, it should manage to bolt back up. Many end up going the "easy" way with a breather.
