Not in this case, judging from the sign I think they are referring to the "continental" style where the spare was mounted on the trunk, above the rear bumper. usually the tire was inside a decorative cover that usually had spokes for style. Now they are usually added for decoration, the spare is somewhere else.

Ok well i think ill try and take a stab at what this guy has done to it. It looks like he has a 95-99 Eclipse Widebody kit on there(i think it might be called a dragon kit maybe..not sure) which he also did a little bit of custom work to it and molded it in. And the headlights i was thinking maybe some later model BMW headlights(although they look a lil' too big to be bimmer's) or skyline headlights, and the spoiler looks like a completely chopped up weird version of the Shine Street spoiler. Then the hood is a Carbon Fiber Invader hood molded and painted.

That was my best guess as to what he did.

And as for the "what the hell is a 5th wheel" comment, i was figuring that shop might have some kind of discount or package deals for the suv's and trucks that have a 5th wheel and tire on their tailgate in case of the need for a spare. That way they can have there blinging wheel on their tailgate too. lol
