Fuel Pump is not engaging

Good afternoon everyone, I'm new here but I've got this fuel pump issue on my 2003 GTS and I cannot figure out where the issue is.

To go over everything I've done so far; I've replaced the fuel pump, the fuse and both fuel pump relays, as well as check for pressure in the line (there is none ) and check for the sound of the pump priming (there is also none). I believe this means I have to start checking wiring harnesses and pull out diagrams and schematics but before that happens I wanted to check and see if there was anything I was missing...? Thoughts?

You don't actually get pressure in the line unless you turn the ignition all the way to START. The pump doesn't come on with the ignition turned to ON, like some other cars.

You can narrow down the problem by using a jumper from the battery to the relay socket, to provide power directly to the pump. It's an actual Mitsubishi procedure. Then you'll know if the fault is with the power circuitry, or the control circuitry. With my car in the garage, I can clearly hear the pump when I'm standing at the front of the car. Note that in the Mitsu schematic, the top of the connector appears to be "up". In reality, the top of the connector is on the passenger side of the socket. So terminal two is the rear pin on the passenger side.
