Fuel Gauge Not Working After Fuel Pump Replacement

We bought this 2003 Eclipse GTS (V6) a couple of weeks ago. The previous owner installed a new fuel pump when the orignal died. That pump was loud so he replaced it again. He told us the gauge does not work properly and he had not gotten around to taking it apart again.

I removed the fuel pump and tested the float at the plug with a multimeter. The ohm readings are correct according to the FSM. I reinstalled the pump and it will read full when filled up, but stops around 3/4 of a tank and doesn't move any further down.

He gave me the noisy pump. I installed it and it doesn't work correctly either. (And it is very loud).

I removed the noisy pump and connected the harness with it out. I moved the float all the way down and the gauge went to E. I moved the float about half, half a tank. I moved the float all the way up, F. Did the same for the other pump, same results.

I must be installing the pump incorrectly. I ran my hands around inside the tank to see if there was something for the float to catch on, but it felt normal (I guess). When installing the pump, I align the triangle on the driver's side pointing to the driver's side. 13C-10 in the FSM shows a mating mark on the chassis, but I don't see one. I only see the one on the pump.

Sorry for the delay, I wasn't getting notifications. I took the arm off of the one that is out and it only snaps in one way. I'm going to remove the installed pump and look around more carefully for alignment marks. But the way I have it installed matches all videos and pictures I've seen as well as the hoses line up. I'll feel around some more in the tank to be sure there's nothing in the way.

Its also possible that either the tank was replaced with one of different dimensions (depth), or the pump assembly itself is the incorrect part number, specifically the up and down "play" of the float.
Worst case scenario is to use the tripometer to estimate how much gas is in the tank, based on 20mpg (low estimate) and 12 gallon tank. Fill tank, set tripometer to "0" and refill when the tripometer hits 200 miles. At 200 miles, you should have at least 3 gallons left in the tank. As a rule of thumb, I never let the gas gauge go below 1/4 tank.

I loosened the pump again yesterday. I used a stiff wire to press the float and it moves with no obstructions. I connected the harness, pressed the float down again and the fuel gauge went to empty. Using a flashlight, I looked around under the metal at the tank and saw 3 marks (see photo). These are in the same position that the FSM shows an arrow. I looked up pictures of OEM tanks for sale and these marks are visible (see photo). I aligned the arrow on the pump with the first line towards the rear of the car. This aligns the pump as in the photo on Tearstone's (Fuel Pump Install – (99)2000-2005 Eclipse/Stratus/Galant – Tearstone) instructions. If this doesn't work, I may try to find an OEM fuel pump assembly at a salvage yard.
