On my last car I had my plate mounted very similar to yours and got harassed all the time by cops. I wouldn't recommend mounting it there, its not worth the ticket(s) which were $40 a pop for me if that's all they got me for.

Another option

 

Mine is mounted in the same place. As a matter of fact it's zip tied to some hard coolant lines way back there until I get a new bumper. I've never had a cop say a word to me about it and it's been to Detroit and Chicago, as well as Cleveland like that.

 

most states its cool as long as its viewable...but my buddy got pulled over for his being behind some mesh lol

 

I used to have mine mounted on the lower left side of the bumper..

if you look closely you can see the bracket

 

I think it looks really gay on the side or in the windshield. In the grill you loose air flow across the rad also.

Mount it where it is supposed to be or nothing at all I say. Texas had a big license plate inforcement a few years back but there are a LOT of people who do not have a front plate.

Long story short, when I got my car it had none of the parts that go with the front bumper (turn signals, plate bracket, fake vents, etc) hence the reason my plate is where it is. If you have the plate bracket, use it. If you don't, you're the one taking the risk.
